How do you determine the length of a women’s shirt?

I hate to use 5 pts & ask, but I have always wondered how they measure a women’s shirt. If they say the top/blouse/shirt is 30″, how do they measure? From the collar to the bottom of the shirt, or from under the arm to the bottom of the shirt? I just hate short tops & would love to know how they determine either a 28″ top, a 30″ top or a 32″ top.

from the top of the shoulder to your waist. They also wrap it around your shoulder to armpits for sleeves, and around your rib cage and waist for exact size. or from your shoulder to feet for dresses. Trust me, I had costume fitting 5 times.
