Tights Pantyhose

Is it appropriate to wear above the knee skirt with tights / pantyhose to church?

I am 24 years old. My skirt length is slightly above the Knee.

It depends on how your church is conservative, but in almost all cases you should be fine. I just would not go too far past Mid-thigh, and like the other posters will be noted that the top is also appropriate. A corresponding top of Church should have sleeves and are not cut too low. Shirts or dresses with straps instead of sleeves are acceptable in many churches (and many are now strapless evening dresses), but if you do not have the particular Church sure it's a safe bet that your shoulders drop.
