Can a tattoo over a scar?

I have several scars on my upper arm from a car accident when I was twelve. I do not wear many tank tops or short sleeves, because of the way / ask questions about people staring and it bothers me very much. I was told I should have removed them and how, despite make some people uncomfortable, I do not want to get rid of them. Is it possible to get a tattoo over it? Or should I just get one in your vicinity, the focus away from the scars?

As long as the scar can not be too deep or raised tattoo on just fine. find a good artist that is comfortable, while one should not say that the scars were there.
